Choosing a specific cast member to sit with you; a guest who does not nominate is called free.
Shimei is asking for a particular cast member to join your table. There are two kinds: a full nomination, by name when you enter or book, and an in-store nomination, made on the spot for someone you liked after sitting down; both carry a nomination fee. A guest who nominates nobody is free, and the floor staff send cast members to the table in turn.
At a venue new to you the usual pattern is to go in free, talk with a few cast members, and then either nominate one in-store or note her name and fully nominate her next time. At host clubs the host you nominate becomes your tanto, and most venues do not let you change afterwards. Ask the venue before you enter whether a nomination fee is charged.
When you'll encounter this
You hear it when staff ask at the door whether you have a nomination, and use it when you ask for someone by name.
