In Gunma, start with the capital Maebashi, the Shinkansen city of Takasaki, or the cities of Ota, Isesaki, Tatebayashi and Kiryu. The prefectural ordinance tightly limits where hostess clubs and similar venues may stay open past midnight.

Maebashi is Gunma's capital. JNTO introduces the self-styled City of Greenery through the zelkova boulevard outside the station and walks along the Hirose River, a tributary of the Tonegawa. Takasaki Station, on the Joetsu Shinkansen, is the prefecture's transport hub, with local trains and buses onward.
Article 4-2 of Gunma's entertainment business ordinance allows hostess clubs (kyabakura) and similar venues to open after midnight only in areas set by Public Safety Commission rule: places with roughly 300 or more entertainment and late-night drinking premises per square kilometre that are not residential or similar zones. Article 3-2 sets the closing time at 1:00.
JNTO puts Takasaki around 50 minutes away by Joetsu Shinkansen from Tokyo or Ueno, while local lines reach Gunma in under two hours. For Maebashi, change at Takasaki to the Ryomo Line for about 15 minutes, or take a JR rapid service straight from Ueno in about two hours.

Gunma is generally fine for a night out. The main risk is bottakuri, a padded bill at the end. Stick to venues that post their prices, skip street touts steering you into ‘free’ bars, and confirm the set fee plus any nomination or bottle charges before you order.
