Appended Table 2 of the Mie ordinance implementing the entertainment business law lists Nishi-Shinchi in Yokkaichi (excluding land on the northern and eastern sides of the city road named Nishi-Shinchi Kubota), Suwa-Sakae-machi and Nishiura 1 chome. Each is set out as an area where hosted-entertainment businesses may keep operating after midnight.

Article 4-2 of Mie's ordinance says the blocks in Appended Table 2 are where venues with hosted entertainment can carry on beyond midnight, and fixes the closing time at 1 a.m. In Yokkaichi, the extension applies to the Nishi-Shinchi, Suwa-Sakae-machi and Nishiura 1 chome areas listed above.
Yokkaichi/Kuwana is generally fine for a night out. The main risk is bottakuri, a padded bill at the end. Stick to venues that post their prices, skip street touts steering you into ‘free’ bars, and confirm the set fee plus any nomination or bottle charges before you order.
