Scout Man

A scout man approaches women on the street in entertainment districts, or on social media, to recruit them for nightlife work such as hostess clubs and girls bars. He is paid a referral fee by the venue when a woman he recruited starts work; gathering staff is his job. A male visitor will not, as a rule, be approached by a scout.

The person who draws customers into a venue is a tout, kyakuhiki or catch, which is a different job. Street touting and scouting are both restricted by nuisance-prevention ordinances in most prefectures. Whichever kind approaches you, do not follow; choose a venue that publishes its prices and walk in yourself.
