Scout

Scouting is approaching women in entertainment districts or on social media to recruit them for work at hostess clubs, girls bars and similar venues. The person is a scout or scout man, and he earns a referral fee from the venue once a woman he introduced starts work. When a cast member says she joined a venue after being scouted, this is what she means.

Drawing customers into a venue is touting, kyakuhiki or catch, which is a different thing. Both street scouting and touting are banned or restricted by nuisance-prevention ordinances in most prefectures. Someone who approaches a visitor in an entertainment district is almost always a tout, and a padded bill at the venue they lead you to is the classic trouble, so pick a venue yourself.
