Tarumi is the area around the stations of Kobe's Tarumi Ward. Feel KOBE, the city's tourism site, presents the stretch from Tarumi Ward to Nishi-Maiko as a place to enjoy views of the sea.
Two stations serve the area: JR Tarumi and Sanyo Tarumi on the Sanyo Railway. Sanyo's own page gives Sanyo Tarumi the number SY11 and the address 1-37 Kandacho, Tarumi Ward. Locals, S Limited Expresses, Limited Expresses and Direct Limited Expresses all call there, but a Limited Express stops only when heading outbound.
What the city and ward publish about Tarumi centres on the seaside view and on getting from the stations to the ward office. The ward's directions put the office about a 5-minute walk from JR Tarumi's east exit, and also give routes from JR Tarumi's PLiCO exit and from Sanyo Tarumi's east exit.

The only Kobe zone Hyogo Prefecture lists as off-limits for touting is northern Sannomiya, and Tarumi is not part of it. Even outside the zones, the prefectural ordinance forbids a tout from following someone who has refused, and the governor can issue guidance against it.
Tarumi is generally fine for a night out. The main risk is bottakuri, a padded bill at the end. Stick to venues that post their prices, skip street touts steering you into ‘free’ bars, and confirm the set fee plus any nomination or bottle charges before you order.
