Kumamoto's night centres on the Shimotori arcade, in the central district between Kumamoto Castle and JR Kumamoto Station. Here is how it connects to Shinshigai and Hanabata, how to arrive by air or Shinkansen, the site's areas and the city's touting ordinance.

In the central district between Kumamoto Castle and JR Kumamoto Station, three arcades in a row, Kamitori, Shimotori and Shinshigai, connect two cores: Torimachi, home of the Tsuruya department store, and Sakuramachi/Hanabata. The city calls this layout "two cores, three malls".
Shimotori in particular is a 510 m arcade that Kumamoto's tourism site presents as the town's busy street at night, saying many of its bars and izakaya stay open late. Walking south, the arcade carries on into Shinshigai.
From Aso Kumamoto Airport, Kyusanko's limousine bus reaches Torichosuji in about 50 minutes, Kumamoto Sakuramachi Bus Terminal in about 55 and Kumamoto Station in about 65. The Airport Liner gets to Higo-Ozu Station in about 15 minutes, where you can change to JR trains.
By rail, JR Kyushu gives 32 minutes at the fastest between Kumamoto and Hakata on the Kyushu Shinkansen, and 3 hours between Kumamoto and Shin-Osaka on direct trains. The Kyushu Shinkansen has run through to and from the Sanyo Shinkansen since 2011.
The Kumamoto pages are split into Kumamoto City and Kumamoto and others. In Kumamoto City you can pick Lower Street, New Downtown, Hanabatake, Ken Gun, Ueki or Kikuchi/Otsu; in Kumamoto and others, Matsubashi or Uto/Uki.
Kumamoto City's ordinance banning touting has applied since 1 April 2019: inside the districts the city designates, nobody may tout or have someone tout for them, and breaching an order can bring a fine of up to 50,000 yen. Do not follow people who approach you on the street; choose the venue yourself.

Kumamoto is generally fine for a night out. The main risk is bottakuri, a padded bill at the end. Stick to venues that post their prices, skip street touts steering you into ‘free’ bars, and confirm the set fee plus any nomination or bottle charges before you order.
